National Assessment of Educational Progress (NAEP): Often referred to as the National Report Card. National testing program administered by the National Center for Education Statistics (NCES). Reading and mathematics tests are given to fourth- and eighth-grade students nationwide every two years. NAEP reports student performance as average scale scores and by achievement level. NAEP has four achievement levels: below basic, basic (partial mastery), proficient (solid academic performance) and advanced (superior academic performance).
